The DVD containing both comes out on the 24th though I sat down and watched it yesterday.
Of the two I'd say 'Under the Hood' was more interesting. It plays out like a televison interview taking place in 1975 and primarily featuring Hollis, Sally, (occationally) Sally's ex husband going through the team's history and talking about a few things. It made me a bit sad there wasn't more of Hollis in the movie as the actor really felt like him. A couple parts felt like reliving the memories in the book both good and bad. I only wish they did a little more, i.e. anything, on Captain Metropolis' death, the theories about who Hooded Justice was, and Silhouette's being booted/killed.
As for 'Tales of the Black Freighter'... In all it was the same story as in the book only animated and I wasn't much a fan of the animation style, though it was appropriately dark and gruesome. I think if you're a fan of the Black Freighter you'll definitely like it. When it's out I'd really like to hear what those who haven't read the book think of it and how it connects to the movie, a connection that isn't as apparent without the newsvendor and comic boy to introduce it though is still there. Alas, I'm not sure that those who haven't read it would bother seeing it so I may never find out. :\
